Clarification on the MARCA Act & what Radiologic Technologists can do to support it!

The Medicare Access to Radiology Care Act (MARCA) legislation, previously introduced in the 112th and 113th Congresses, has been introduced in the 114th Congress as House Resolution 4614. This bill will recognize registered radiologist assistants and certified radiology practitioner assistants, collectively known as radiologist assistants, as non-physician providers of health care services by Medicare. H.R. 4614 authorizes physician reimbursement paid to the facility or supervising radiologist through the Centers of Medicare and Medicaid Services (CMS) for services performed by radiologist assistants in the states that have laws establishing RA guidelines.

This should NOT be confused with MACRA, the Medicare Access and CHIP Reauthorization Act of 2015 which is bipartisan federal legislation signed into law on April 16, 2015. The MACRA law is based on establishing new ways to pay physicians for caring for Medicare beneficiaries.

The American Registry of Radiologic Technologists (ARRT), American Society of Radiologic Technologists (ASRT), American College of Radiologists (ACR) and the Society for Radiology Physician Extenders (SRPE) are working together in support of the MARCA legislation and H.R. 4614. This legislation is also supported by the Nebraska Society of Radiologist Technologists.

Here's how you can help:
  1. Contact your federal representative and ask them to cosponsor H.R. 4614.
  2. Contact your federal senators and ask them to cosponsor Sen. Boozman’s H.R. 4614 companion bill.
  3. Use the ASRT Advocacy Action Center to learn more about H.R. 4614 and easily send a message.
  4. Monitor activity on the bill and follow up with your federal representative and senators regularly.

Talking points include:

  • TThese bills will allow Medicare to recognize the radiologist assistant as a midlevel health care provider and help us address the potential for access-to-care issues as more people gain health coverage
  • Radiologist Assistants are highly trained physician extenders for radiologists who have completed advanced education and training that includes a rigorous academic program that involves a nationally-recognized curriculum and a radiologist-directed clinical preceptorship.
